Airline Quality, Safety Management Systems, and Flight Operations Manuals Suites.

Instant Operator Maturity, visible in one place

FOPS connects safety management and flight operations content and compliance for your operation. The manual suite is written for you, with your own details already in place. We keep it current with international and FAA standards and recommended procedures (SARPs), regulatory revisions, Advisory Circulars (ACs), NTSB recommendations, and feedback from operators.

  • Industry best practice manuals, your unique operation, in an instant
  • One simple platform for documents, operator compliance and external audits
  • Operator continuous improvement assured

Your manual will look like this in the app. Pacific Crest Charter is a sample operation. The FAA, IOSA, and IS-BAO marks stay on the section they apply to.

How it works

We manage the operational manual suite.

With FOPS your manual suite is written, managed, updated. If you update operational details, FOPS Enterprise software and a mobile app update instantly. FOPS experienced Flight Operations management team write your manual content.

04 · FOPS update

A change that updates your manuals.

When regulations, aviation standards changes, FOPS has you covered. If Safety Alerts for Operators ( SAFOs ), Advisory Circulars (ACs), or NTSB reports are published, we review them and incorporate them and if required.

Your manual is ahead of change. You and your Crew, acknowledge and comply with changes.

The FAA has updated the policy for calculating landing distance. These changes are now in the Pacific Crest manual suite.

  2. Issued for you

05 · Your manuals, linked to audit standards

FOPS maintains FAA, ISSA and IS-BAO standards.

Throughout the FOPS manual suite, IATA Standard Safety Assessment (ISSA), International Standard for Business Aircraft Operations (IS-BAO) and FAA Regulations logos are added to sections that show compliance.

A compliance matrix, is available for operators, and auditors, to show how your manual suite complies.

What we do

Airline-level expertise, within reach.

01 - Manuals

An operational manual suite

A core suite of IATA, ISBAO, and FAA-aligned manuals, incorporating industry-leading Standards and Recommended Practices, maintained for a flight department of any size.

02 - SMS

A system that finds risk early

The FAA cannot be omni-present and watch every certificate holder in real time. An SMS gives even the smallest operation the structure and procedures for matching controls to the hazards and risk of that operation.

03 - Platform

Kept current, in software

Enterprise software and a mobile app for operational content and compliance. Manuals are applicable to the operation you run, then updated as standards, recommended procedures, industry circulars, and investigations update.

The barriers

A small team is already wearing every hat.

From a Part 135 charter operator, to a single aircraft owner, you are covered. FOPS gives you time to manage change and your operations.

01

Resource constraints

You do not have the dedicated safety staff or the software budget of an airline. The FAA’s SMS Aviation Rulemaking Committee treated that scale problem as a primary concern: implementing an SMS framework in-house is intense work for a five-person organization.

  • No airline safety department
  • Limited software budget
  • Standards still have to be met
02

Wearing multiple hats

If you are the pilot, you are often also the chief executive, the mechanic, and the safety manager. There is little time left for another layer of paperwork that does not help the next flight.

  • Pilot, manager, mechanic
  • Safety added on top
  • The day is already full
03

Cultural resistance

Writing the manuals in-house leads to opinion-based procedures. Without an internationally recognised standard, staff may see more paperwork as unnecessary bureaucratic busywork. The system has to be practical and scientific enough that people will actually use it.

  • Tracking that earns its place
  • Plain language
  • Used, not filed
04

Regulatory complexity

Turning 14 CFR Part 5 into a simple, scalable system for a small fleet is overwhelming. A manual written only to meet a legislative deadline does not stay current, does not meet the ongoing requirements, and does not line up with the full suite or improve safety.

  • Part 5, scaled down
  • FARs in plain operating language
  • Ready for a safety audit

The guarantee

Here to help, not burden.

  1. 01

    Practical

The manual suite is clear, concise, and achievable for a small operator.

  2. 02

    No extra burden

Work is not piled onto an operation that is already busy.

  3. 03

    Clear standards and practices

You leave with a clear understanding of the rules and of industry best practice.

  4. 04

    Audit-ready

A compliance matrix lines up every IATA and IS-BAO standard and recommended practice, and every FAA regulation.

  5. 05

    Measurable

A measurable improvement in safety performance. Internal evaluation procedures lead to a stronger partnership with the FAA.
