Operating under Part 91, the airplane and the pilot have to be legal, but a company manual suite is optional, not mandatory. FOPS is for you if you want that standard before a regulator, a client, or an insurer asks.
If you run charter, commuter, or air ambulance, you need documented policy and procedures, SMS manuals, and ISSA or IS-BAO accreditation when you want to close the gap with airline standards.
We provide the Operational Manual Suite (OMS). With our help, you ensure your crews comply and receive training to the industry best practice.
Smaller operator in mind
Your manuals stay aligned with the FAA and with internationally recognised standards, and the documentation is kept ready for an inspection at any time.
Operations manuals are revised in the system. Formatting is handled with the edit, so a change does not wait on a separate publishing step.
Flight and ground crews receive the update on the device they use, and essential changes are read and acknowledged.
A technical publications team is not required. The system holds the formatting and the structure, so your staff stay on the accuracy of the content.
The suite is cloud-hosted, with access controlled, so the right crews and teams can share the manuals wherever the operation flies.
The same documentation system scales as you add aircraft, operating bases, or clients.
Before you fly, you, or you pay a consultant to write each manuals, and the FAA issues LOAs for specific authorizations such as RVSM (B046), RNP/RNAV, NAT HLA, data link, MEL, EFVS, and certain other operations. The application package takes time to complete and requires evidence that your procedures meet the requirements for that LOA.
Then manuals sit untouched and unread until the first set of updates is required due to regulation change, or SAFOs / Advisory Circulars are issued, and it expose the problem: a change in one manual is not reflected in another, the list of effective pages drifts, and operator compliance is not maintained. Then each new authorization repeats the same work, and consultancy fees pile up.
With FOPS, get sync’d and continuously updated harmonised manuals right from the start so certification does not become the constraint on expansion. FOPS manuals can be used to meet all LOA requirements, ongoing, without specific update.
Certification is already behind you. The ongoing burden is keeping the manuals accurate while the operation runs. Regulators still expect the suite to stay consistent: a procedure updated in one place must match every related manual, the list of effective pages must be current, and operator compliance evidence must be ready without a last-minute rebuild.
Many established teams still maintain the suite in Word. Small changes create mismatches, the revision process becomes a recurring project, and postholders spend nights reconciling documents instead of managing flights, crews, and aircraft, to be Audit ready.
FOPS is a system that holds the structure and audit standard cross-references and lets the operators focus on running the business. Updates are made once, distributed cleanly, and the manuals remain consistent without the repeated manual effort.
